Handle user delay between subscription and registration

Steps to reproduce:

• Purchase subscription
• Log into account after a delay

What should happen:

• Active subscriptions are ready

What happens instead:

• Active subscriptions are not ready
• (behind the scenes) Skipped adding credit Parser 2: xxxxx. DoesNotExist('Limit matching query does not exist.',)

Comments:

• The service limit must exist before the credit from the subscription can be applied
