Revert "Disable reports"

This reverts commit 9cae4319.

Reports are important to the activitypub ecosystem to allow users to help identify bad actors in the network. A simple "Block people" policy is not enough to combat serial bad actors.

Due to Librem One's removal of reports, a number of mastodon and pleroma instances have already blocked social.librem.one at the instance level. This is unfortunate, since it means that legitimate users of librem one will not be able to interact with people they know throughout the fediverse.
