Mobile connections shouldn't be forced to metered mode

I understand that in the US mobile data is scarce and expensive but where I live that is not true even a little. Thus it's annoying that a large chunk of the screen is permanently dedicated to an "Automatic Updates Paused" banner with no way of getting rid of it. The "Find Out More" talks about metered connection and the button just goes to wifi settings with no way to mark the mobile connection as not metered.
