Add build-depends on libdrm-dev, libgbm-dev, libepoxy-dev, libx11-dev
(for opengl) and and libvirglrenderer-dev.

libegl1-mesa-dev build-dependency is because libepoxy-dev includes
header from it but does not depend on it

remove build-dependency on libsdl1, add build-dependency on
libgtk-3-dev and libvte-2.91-dev, remove sdl audio drivers,
remove build-dependency on libx11-dev since libsdl-dev pulls
it for a long time

qemu-efi is needed to boot most aarch64 guest images.

Ubuntu always rebuilds packages between ppas/archives anyway, so
uh_makeslibs -V in numactl should not be an issue.

Since qemu does not have mips64 tcg backend and tci (which is required
in this case to run foreign binaries) is a code which no one cares about,
enabling it by default does not sound good.
