So that the network usage can be reduced

We fetch joined rooms before sync, so don't update the status to
disconnected when that's the case

Since libpurple2 only allows one active instance, let's add a
way to disable it so that users can run other libpurple related
applications while chatty is running.

Fixes #502

It's not of much help since the folder used previously may not be
the one currently the user requires.

this applies only to purple accounts, as we don't use them in
MMS or Matrix chats
