Auto load core plugins

WIP because: This MR is on top of !301 (merged) This MR will:

  • search the plugin directories for plugins
  • autoload them if Builtin=true is set in the metadata
  • makes sure that the default ModemManager plugin will be loaded (unless the initial invocation has -p ofono or similar)
