mmsd: do not format short codes
Right now, if you send an MMS to a short code (e.g. 34035
), the mmsd code adds the country code to the front in an attempt to normalize the code. However, it should not do that.

I do this in vvmd: https://gitlab.com/kop316/vvmd/-/commit/bb1cf542dc35fb2850bd0f48d0af1b274e7b042b to see if a number is a short code, that probably makes sense here.
EDIT: This may be an mmsd-tng problem only, I will have to look.
