Flatpak ci

  • This adds flatpak CI builds for arm64 and x86_64.
  • This cleans up the flatpak manifest
  • This removes java from the flatpak, since it was only used to generate metadata for libphonenumber, which is actually not needed to be generated since it's already in the git repo.
