WIP: Improve overlay handling
The overlay shows up when:
- as a welcome screen when Chats is started for the first time
- when the chats-list is empty
- when accounts aren't set up or disabled
The info "SMS is available with a cellular network connection" has been added to the welcome- and empty-state overlays
