Use SIM provider country code for parsing phone number

Fixes #363 (closed)

This depends on purple-mm-sms!16 (merged), but dependency version hasn't bumped, as chatty would work with purple-mm-sms without that MR too.

apart from that this looks good to me and is a great improvement. The only remaining question is at which places we actually validate the user inoput at al (but that should not prevent merging)
