Implement new database design
Please backup your ~/.purple/ directory before you test this MR.
When migration happens, a backup of current database is copied to ~/.purple/chatty/db suffied with the unix time the migration happened.
Due to an influx of spam, we have had to impose restrictions on new accounts. Please see this wiki page for instructions on how to get full permissions. Sorry for the inconvenience.
