Attempt multiple JPEG qualities to stay below desired_size

The heuristics for determining the appropriate resize sometimes don't result in a picture that makes it under the desired size. This results in the image not sending and just disappearing in the chat. Instead of fixing the quality at 80, try four different hardcoded jpeg qualities until the size is usable.
