Move plamo packages to separate file

Guido Gunther requested to merge guido.gunther/deb-build-jobs:split-out-plamo into master

This disables the build for the moment but it's simple to bring them back if somebody cares. The builds were unmaintained for months and plamo seems better off using postmarke os atm.
