Drop some 'notest'

Guido Gunther requested to merge guido.gunther/deb-build-jobs:run-tests into master

Don't skip tests for packages that are restricted to amd64 and arm64 and that have a succesful pureos build (indicating that running with tests works). The notest option was only meant for packages where tests fail under armhf emulation.

This makes the build more similar to what laneakia does and runs tests during build which is a good idea in general.
