goa: Disable submodule updates

Guido Gunther requested to merge guido.gunther/deb-build-jobs:goa-submodule into master

This confuses the blessed builds since git.gnome.org is no more (and it's not needed to build a package).

Tested with a blessed build and submodules disabled.
