byzantium: Add phosh-mobile-settings

The CI build fails due the missing libadwaita-1-dev for arm64 in byzantium which should be fixed shortly.

p-m-s isn't a dependency of anything atm and will work better with phoc 0.20.0 so we won't make it a dep for some time, we also want to tweak some things but we can get the build-pipeline and initial debs into place to make sure that doesn't block things later.
