byzantium: Disable updating submodules for gtk4
requested to merge evangelos.tzaras/deb-build-jobs:disable_submodule_update_gtk into pureos/byzantium
Gtk4 build failed and it would made sense that disabling submodule updating fixes it (which we want to have by default for crimson anyway)
