Merged Guido Gunther requested to merge guido.gunther/deb-build-jobs:skip-submodules into master Apr 11, 2019

We usually want submodule updates for embedded projects but sometimes we have all the dependencies packaged (e.g. in the mfgtools case). Since we want to perform the same build as on the PureOS buildds we don't want to update submodules in this case.
