Document and release 1.18.6-1pureos1 into octarine

Evangelos Ribeiro Tzaras requested to merge evangelos.tzaras/ModemManager:rel_1.18.6-1pureos1 into pureos/byzantium

Similar to libqmi there some squeezing was needed as the packaging had diverged from Debian.

upstream/latest is pushed as test-upstream/latest here

pristine-tar is pushed as test-pristine-tar here: Again there is some diff, but the exported tarballs match with the ones from Debians pristine-tar

Some careful checking would be appreciated!
