settings GUI displays "SIM lock" as "Disabled" but SIM has PIN enabled

Issue/observation: In GNOME settings GUI under "Mobile" -> Advanced the "SIM Lock" (Lock SIM with PI) is marked as "Disabled" but the inserted SIM has the SIM PIN enabled (and required). The following dialog is thus also wrong when tapping on the option and does not let the user disable the PIN, instead it shows the option to enable the PIN (which is already enabled).

Expected: Displayed as "Enabled"
