d/patches: Backport two fixes for location handling from upstream

Sebastian Krzyszkowiak requested to merge sebastian.krzyszkowiak/gnome-weather:loc into pureos/byzantium

These prevent GNOME Weather getting stuck on retrieving location data or presenting itself as if location wasn't configured when in fact it's downloading weather report for already configured location.
