Document and release 4.6.5+ds-1pureos1 into octarine

Evangelos Ribeiro Tzaras requested to merge evangelos.tzaras/gtk4:rel_4.6 into pureos/octarine

A number of tears were shed backporting this, but hopefully worth it.

The general strategy (as can be seen from #3 (closed)) when dealing with bumped version requirements has been to identify and revert the patches that required newer versions of what we have available.

CI should pass as soon pango is installable.

Note, that we're targetting octarine, because with the amount of changes I'm not comfortable just letting this loose on our users without some more real life testing.
