Update to libqmi version 1.28 or later

The "Send Ack" fix that was added in upstream libqmi here https://github.com/freedesktop/libqmi/commit/dbcfb07733d5196306313dea03370ed6b8ee123c is needed to get MMS working, see Librem5/chatty#30 (closed) and https://gitlab.freedesktop.org/mobile-broadband/ModemManager/-/issues/257

It would be good if libqmi could be updated to version 1.28 or later, then that "Send Ack" fix is included. That would be one step closer to getting MMS working on the Librem 5.
