notifier: Add notification category

This is a backport of a1fa33c7 without the version check and allows for more specific notifications. It needs an updated glib in PureOS hence marked as draft (and the failing pipeline).

EDIT: with the next calls release this patch will become even smaller and it will just be the dropped version check.
