Upload to byzantium

After 4mo let's move to a new upstream version, yay!

I didn't sync with Debian's 0.21.0-1 as there are build failures on the buildds due to architecture annotations.

This is prereq for making phosh's pipeline pass: pkg-phosh!34 (merged)
