Backport patch to handle blanked as locked release 0.24.0-1pureos3

Evangelos Ribeiro Tzaras requested to merge evangelos.tzaras/pkg-phosh:rel_0.24.0-1p3 into pureos/byzantium

This will make sure that the *missed* notifications are emitted instead of the non-missed variant from what I understand.

@guido.gunther pointed out that these would be good to have in byzantium
