Add the GTK+ section

This adds a GTK+ section to the GNOME part, explqining how to use the GTK+ Inspector, how to implement application menus and how to make labels reach smaller sizes.

Thi relies on the https://source.puri.sm/Librem5/purism-gtk-3-examples repo which is currently private and should be made public prior to merging this.
