Add dev kit modem info

Heather Ellsworth requested to merge heather.ellsworth/developer.puri.sm:devkit-modem-info into master

Since customers that have ordered the dev kit have been asked to choose which modem they would like (either the SIMCom 7100A or 7100E), we should offer some guidance on how best to make this decision as well as further references to info on bands/carriers.
