Add debian packaging

This is heavily based on Arnaud Ferraris work for Debian and makes local testing a lot easier. As the Debian package uses 3.0 (quilt) the added debian/ dir doesn't do any harm there. It will hopefully also help the Debian packaging as we can already update device lists downstream.

This will be handy with feedbackd!93 (merged) as we can then better track changes and notify distros.
