Accessibility: ability to diable haptic feedback

Android has the ability to disable haptic feedback. Feedbackd also needs this. This is a deal breaker for me: the haptic feedback is irritating to my hands (I also have mild corporal tunnel syndrome, which it aggrevates), and I cannot use the phone if it vibrates all the time (vibration for phone calls is fine).

I can probably just kill the daemon for now to work around this, but that is not a real solution.
