led: Allow to use camera flash as status LED

This can be useful for devices that don't have a status LED or if the user prefers to have the display facing downwards on the table.

This needs to be enabled via the prefer-flash gsetting and usually adjustments to the device theme are needed as the flash brightness is otherwise pretty high (see e.g. feedbackd-device-themes!27 (merged))
