spec: Clarify feedback noisiness

Evangelos Ribeiro Tzaras requested to merge evangelos.tzaras/feedbackd:reword-spec-noisiness into master

The old wording could be interpreted as the feedback being discarded if it's noisier than the currently selected profile which is not the case.

The word "ignored" might trip one up.
