Revert "tps65982-librem5-dp-alt-mode: disable VCONN"

This breaks at least the goobay adapter which will no longer negotiate an alternate mode.

This reverts commit 2ce46914.

Since 0.1.2 never got flashed on the factory floor it's o.k. to revert, we'll just skip forward to 0.1.3 with the next update.
