Disable VCONN

Angus Ainslie requested to merge angus.ainslie/firmware-tps6598x-nonfree:v0.2.1 into master

This is the same as 0.2.0 except VCONN is disabled as well.

Discussions with TI indicate that VBUS shorts to CC lines might still be responsible for causing CC line failure even with the additional protection added to evergreen:

By disabling VCONN we reduce the number of switches that can apply a voltage to the CC lines.
