Disable non-functional parts of display panel

Until we have more of wlr-output-management wired up we could only allow to switch the primary display in that panel so users don't get tricked into trying to change modes etc.

(will become more problematic when we enable dp-alt-mode by default but then having e.g. disabling screens working is pretty high on the list too)

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
