Cellular: Arrows on rows opening sub-views

In the Wifi connection editor we always have an arrow on the right side of rows that open a sub-view. We should do the same in the Cellular panel, as it's currently often not clear what clicking a row will do. For example, these rows all open sub-views:

In terms of styling, it would also be good if the text on the right side of rows (e.g. "2G, 3G, 4G (Preferred)") were dimmed, that's what we do elsewhere.
