offer importing contacts from vcf file to local contacts

(When we have USB OTG working in the kernel) I'd like to be able to plug in a USB storage stick and have gnome initial setup offer me to choose a (vcard?) file to import contacts to the local addressbook.

This would make it easier for me to use the phone more often right now; I think it would make switching from a different phone easier in general and I can imagine especially privacy aware users value having the option to manage contacts only locally, right from the start.

See also https://source.puri.sm/Librem5/gnome-contacts/issues/39 for the issue in gnome contacts.
