WIP: root.sh: Disable getty@tty1 in setup_gui

It sometimes flashes on the screen right before phosh starts. In order to have a flickerless boot, let's disable it by default. The login console is still available on other ttys.

Not sure whether that's a correct approach, so let's consider it a RFC.
