New project, as deployed

This MR is meant for people to review the code before accepting as our official infrastructure.

A test environment is running on https://buildstatus.puri.sm/ , but no packages have opted in to tracking, yet. See Librem5/deb-build-jobs!439

The deployment is described in ansible: ansible-librem!18 (merged)
