usb_gadget: Fails when booting with USB in host mode

When the phone is booted with USB-C in host mode (with a hub or USB-A adapter plugged in), usb_gadget service fails and never configures gadgets, leaving the phone with no USB network nor USB serial available until a reboot or until the service is started manually by the user once USB-C is in device mode.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
