It's needed for NetworkManager's connection sharing functionality, used for instance by the hotspot feature.

Depending on how NM uses it dnsmasq-base might be enough? E.g. libvirt uses it that way to avoid having the daemon run when unused.

Good point - NetworkManager does recommend dnsmasq-base, not dnsmasq. Updated.
