WIP: librem5-base-defaults.librem5-pm.udev: enable runtime PM for 38200000.usb

enable runtime PM for the usb2 power domain

this is just to create an incentive to test this scenario. the xhci and dwc3 seem to suspend and resume just fine, but it seems that when the whole PD is suspended, no calls can be received, so there seems to be something missing still in the kernel here.
