gnome-recommends: Add gnome-disk-utility

Add gnome-disk-utility for e.g. LUKS password changes. This might be a bit too much for only that feature hence /cc @tobias.bernard on what's the plan for LUKS encrypton password changes?

It's a recommends so the user can remove it safely.
