Enable connectivity check via http

Note that this is a potential privacy leak.

This is draft since we certainly want to change the server and decide if we want to turn it on by default. It seems debian provides this nowadays via network-manager-config-connectivity-debian.

@martin.kepplinger @sebastian.krzyszkowiak does that fix the situation regarding connectivity indication?
