Revert "default: Invoke pam_gnome_keyring in auth step"

This causes problem when setting up goa accounts where we get an empty dialog prompt that can't be canceled since gcr gets confused.

Revert until we have a proper solution.

I hope to have a closer look at the problem soon but this unbreaks the images for the moment.

This reverts commit 2849cd6d.

• remove pam config - it's a conffile so we need to remove it explicitly
• set urgency to high so it migrates quickly once tested and reviewed

@martin.kepplinger squeezing in the d/changelog changes too had two reasons:

• avoids another review round
• makes sure we get the version relationship right for conf file removal

But you're right, I should have mentioned it in the MR description.
