base-recommends: Add systemd-timesyncd

Guido Gunther requested to merge guido.gunther/librem5-base:systemd-timesyncd into pureos/byzantium

Haven't tested anything as I currently lack the network bw to rebuild an image but should be safe. Orthogonal question is if we want to set different ntp servers via /usr/lib/systemd/*.conf.d/ rather than piggy backing on Debian's ntp pool).
