pm: udev: Use DEVPATH instead of ID_PATH

Alistair requested to merge alistair23/librem5-base:alistair/devpath into pureos/byzantium

ID_PATH doesn't correctly apply the quirks when using pmOS. Let's use DEVPATH instead of ID_PATH to allow the udev quirks to work in pmOS as well as PureOS.
