WIP: default: Enable hardware acceleration for GNOME Web
In GNOME 3.32, hardware acceleration has been disabled by default. This enables it back on demand, and it previously was.
Due to an influx of spam, we have had to impose restrictions on new accounts. Please see this wiki page for instructions on how to get full permissions. Sorry for the inconvenience.
