Add config templates

Guido Gunther requested to merge guido.gunther/librem5-dev-tools:confs into master

These are templates for projects in Librem5/debs/ so we can keep useful version in a common location.

We an later on automate further so repo setup scripts can add those automtically (or modify existing versions via gbp config once that finally gains a mode to write configurations (instead of only reading).
