resize_rootfs: Move sentinel checking to systemd service

Sebastian Krzyszkowiak requested to merge sebastian.krzyszkowiak/librem5-devkit-tools:resize-check into pureos/byzantium

This way, the script can be invoked manually any time, and only automatic launch is being guarded by file checks.
